French President Francois Hollande has blamed Islamic State for a night of terror in Paris that killed 127 people.
In a televised address to the nation, he described the attacks on a stadium, concert hall and Paris cafes and restaurants as "an act of war".
Islamic State, which has been hit by French airstrikes in Iraq and Syria as part of a US-led coalition, has claimed responsibility, saying the attacks were in response to the bombing campaign.
Mr Hollande said the murders were "committed by a terrorist army, the Islamic State group, a jihadist army, against France, against the values that we defend everywhere in the world, against what we are: a free country that means something to the whole planet".
He said France "will be merciless toward the barbarians of Islamic State group".
Mr Hollande, who was speaking after an emergency security meeting, vowed the country would "act by all means anywhere, inside or outside the country".
He also declared three days of national mourning and put the country's security on the highest level of alert.
