This is strange order but is the only way to prevent Geoffrey Ball, 44, serial sex offender and fraudster from targeting more women when released from prison.
A sex offender and fraudster who conned dozens of women has been banned from having a girlfriend unless he asks permission from police first.
A judge described the order - which could last a lifetime - as "draconian but necessary".
The extraordinary order was seen as the only way to deal with serial sex offender Geoffrey Ball, 44.
The order states: "The defendant must not have or enter into any friendship, or sexual or physical relationship with any female without first notifying a police at risk management officer within the public protection unit or equivalent."
The former electrician is also barred from internet dating or using Facebook, Twitter, Instagram and Tumblr.
District Judge Martin Walker passed the Sexual Harm Prevention Order at Teesside magistrates court after hearing Ball's history of sex assaults on women.
One of his victims attempted to take her own life after being sexually assaulted by Ball, the court was told.
He also has previous convictions for fraud, using a string of aliases including pretending to be a sacked steel worker.
The court heard he has continually ignored orders put in place to protect the public, regularly reoffending after being released from custody.
The Gazette reported that at a previous court appearance it emerged he once told police on arrest: "When I get out I'll do it again and again."
Ball has convictions for violence, fraud, robbery, burglary and impersonating a police officer.
He was made the subject of the order just days ahead of his expected release from Holme House Prison in Stockton on Tees.
It means Ball will face strict controls over not only his access to the internet but his relationships with women, whether sexual or not.
